Middle Level Training Centre(MLTC) - Department of Home Science


Training is the most crucial element in Integrated Child Development Services Scheme (ICDS), the world’s largest and most unique outreach programme, since the achievement of programme goals depends upon the effectiveness of frontline workers in improved delivery of packages under ICDS. At the National level, the National Institute of Public Cooperation and Child Development (NIPCCD) is an apex institution for ICDS training programme. At the state level, training centres engaged in the training of ICDS Supervisors and Instructors of Anganwadi Workers Training Centres (AWTCs) are called as Middle Level Training Centres (MLTCs).

The Middle Level Training Centre (MLTC), S.V. University, Tirupati, was established in the year 1988 with the functional unit attached to the Department of Home Science and progressively continuing its services since 26 years and in support of Integrated Child Development. The S.V. University has facilitated the smooth running of MLTC by providing infrastructural facilities such as MLTC office, classroom, hostel facilities, Health care facilities to the trainees, transport facilities etc. The MLTC budget is routed through the GOI to State Directorate of Women and Child Development and to S.V.University.

The Head of the Department of Home Science is the Coordinator of MLTC. Three Trainers specialized in Home Science (Food Science and Nutrition, Human Development and Extension Education) are the faculty of MLTC involved in the capacity building of the ICDS field functionaries, in general and ICDS Middle Level functionaries i.e., supervisors, in particular. Assistant Accountant and typist-cum-clerk are the supportive staff.

Tasks of MLTC
  1. Organizing Training Programmes to ICDS Supervisors.
    1. Job Training Course (30 days duration)
    2. Refresher Training Course ( 7 days duration)
  2. Organizing Training of Trainers (TOTs) of AWTCs.
    1. Orientation Training Course for the Principals/ Instructors (11 days)
    2. Refresher Training Course for Instructors of AWTCs (7 days)
  3. Monitoring the Anganwadi Workers Training Centres (AWTCs)
  4. Observational Visits to ICDS Projects
  5. Developing Modules/Curriculum/Reference material for ICDS training During these long journey of 26 years MLTC has organised 298 different need based training programmes and trained 5387 ICDS functionaries cumulatively (by May 2014) and contributed Significantly for the skill development of ICDS functionaries.


The expertise and resources of the faculty members of various departments of S.V. University and others Govt. and NGOs have contributed significantly to MLTC training. The contributions of Department of Home science, to which MLTC is attached, is unmeasurable. All credentials of MLTC would have not been achieved over 26 years of long journey without unstincted cooperation and sharp administrative acumen of all the Coordinators of MLTC.

An erstwhile experience of 26 years of ICDS training, highly qualified eminent trainers, accessability of ICDS oriented resource persons, well disciplined academic atmosphere are deemed to be the strengths of MLTC.
